To disable Windows Update Permanently, please follow the below steps:

Step 1 : Press Windows Key + R.

Step 2 : Type "services.msc" and hit Enter.

Step 3 : Scroll down and look for Windows Update.

Step 4 : Right click on Windows Update and select Properties.

Step 5 : Under the General tab, set the Startup type to "Disabled".

Step 6 : Then click Stop.

Step 7 : Click Apply and then click OK.
